Similar to yesterday’s announcement on allowing foreign residents access to the free Starbucks WiFi service, the Korea Communications Commission is making a similar call to Korean websites to make it easier for foreigners in Korea with an alien registration numbers to register on their sites:
Korea is digitally reaching out to foreigners here and globally with the Korea Communications Commission’s Friendly Digital Korea project, which the organization announced yesterday.
The project mainly aims to make it easier for non-Koreans to join Korean Web sites. It’s difficult for foreigners to sign up to local sites or online communities, as very few accept alien registration numbers in the sign-up process.

I have not ever been able to register for a single website and I have tried many.
